The device has a determining unit (278, 280, 282) to determine a compression step relative to an image encoded by base and improvement layers. The base layer is generated by a compression process using a compression step. The improvement layer is generated by encoding residue between compressed image and the image encoded by the base layer. A controlling unit controls a filter of the encoded image according to determined step. The determining unit includes a processor (278), estimator (280) and filter set (282). An independent claim is also included for a process of compressing and decompressing digital images.
