PROBLEM TO BE SOLVED: To provide a voltage measuring device capable of measuring a terminal voltage of a battery cell highly accurately at high speed from the lowest potential cell to the highest potential cell without requiring a special power source. SOLUTION: When the third switch group Q5, Q6 are switched to the ON state, the first switch group Q1, Q2 are switched to the ON state, and thereby a capacitor C1 is charged by a voltage applied between a voltage input terminal A and a voltage input terminal B. When Q5, Q6 are switched to the OFF state, the second switch group Q7, Q8 are switched to the ON state during a period when Q1, Q2 are in the OFF state, and thereby the voltage sustained in C1 is outputted between a voltage output terminal G and a voltage output terminal H. Since a direct-current power source 5 applies a vias voltage to the voltage input terminal B on the lowest potential side, Q1 can be driven, and thereby the terminal voltage of a battery on the lowest potential side can be measured.
