PROBLEM TO BE SOLVED: To provide a hybrid cell and a construction method therefor capable of improving the cell used as a foundation for civil engineering construction work to reduce parts necessary for a rust-proofing treatment and making embedment operation. SOLUTION: A cylindrical cell body 5 is constituted of concrete (including reinforcement and steel-framed concrete) and, at the same time, a steel-made embedment section 6 having the same diameter and concentricity as that of the cylindrical cell body is integrally provided. The surface rust-proofing treatment is not required because the cell body 5 is formed of concrete. Since the embedment section 6 is formed of steel, the embedment can be made into a hard ground.
