PROBLEM TO BE SOLVED: To provide a bag-making apparatus which can improve a bag-making speed and a bag-making method using the apparatus. SOLUTION: The bag-making apparatus has a bag-making apparatus main body and a breaking machine. The bag-making apparatus main body has a travel means for making a film 7 travel in the main body, a welding member 52 which holds the film 7 for welding, a tearing line forming means 53 for forming a tearing line in the film 7, and a moving means for moving the welding member 52 and the tearing line forming means 53.
