<P>PROBLEM TO BE SOLVED: To provide an information providing system that provides requested information only to appropriate requesters, thus preventing the information from leaking. <P>SOLUTION: When an individual's PC 1 requests the issuance of a residence certificate, a provider's PC 3 carries out the process of authenticating the individual's PC 1 as to its provider contract; once it is authenticated that its provider contract is authenticated, a web server device 4 carries out the process of authenticating the individual's PC 1 as to its membership registration for a residence certificate issuing system 100.
