PROBLEM TO BE SOLVED: To provide a moving image recording apparatus, a moving image recording method, and a recording medium and a program therefor capable of extending a drive time of a battery more than that of the prior art by uniformizing a time distribution of consumed power at encoding processing and recording processing of moving image data.

SOLUTION: An encoder 120 applies in-frame encoding or inter-frame encoding to moving image data comprising consecutive frame images to output encoded data. A temporary storage device 117 temporarily stores a bit stream including encoded data outputted from the encoder 120. A write timing control apparatus 118 reads the bit stream including the encoded data from the temporary storage device 117 only during processing of the in-frame encoding and records the bit stream to a disk medium 115.
