PROBLEM TO BE SOLVED: To provide a low-temperature and solid-state thermoelectric energy converter that utilizes waste heat produced by an electronic system, converts thermal energy into electrical energy, generates required electric power to operate a heat radiation fan and the like, and thus allows the electronic system to be cooled without the need for external energy. SOLUTION: Waste heat produced in an artificial or natural environment is utilized, and an adaptive change is caused in the lattice of a specific material of lattice structure, in the direction of polarization axis by temperature change. The positive and negative electric charge centers of covalent ions are caused to move in different directions in the lattice, to produce a potential difference, and a current is thereby generated. Thus, thermal energy is continuously converted into electrical energy under a perfect heat source environment. The thermoelectric energy converter is widely applicable to instruments and equipment that produce waste energy. The converter converts waste energy into electrical energy and thereby accomplishes the purposes of reusing and complementing energy. If its scale and scope are expanded, the converter may also be applied as an aid to power generation to conventional generation sets using thermal power, geothermal energy, solar energy, or the like.
