PROBLEM TO BE SOLVED: To reduce a replacement error of an input pattern caused by encoding while keeping high encoding efficiency unchanged. SOLUTION: The image encoding apparatus comprises: an input pattern extractor 305 for extracting input patterns from image data; a representative pattern extractor 311 for comparing the extracted input patterns with each other for each portion comprising the input pattern, and extracting one representative pattern out of mutually similar input patterns; a representative pattern image compressor 318 for compressing an image of the representative pattern; and an input pattern information compressor 317 for compressing coordinate positions of the input patterns.
