PROBLEM TO BE SOLVED: To analyze a pack of control information in optional timing. SOLUTION: This device is provided with a stream parser 21 for detecting a Navigation Pack in parallel with a line for interconnecting inputs and outputs, an input pack counter 22 for counting input streams by the pack units of 2048 bytes, and a counter buffer 23 for holding the counter value of the input pack counter 22 when the Navigation Pack is detected by the stream parser 21.
