PROBLEM TO BE SOLVED: To provide a method for easily forming a porous membrane with a required uniform thickness on a base sheet even when viscosity of a raw material solution is low, and the porous membrane formed by the method. SOLUTION: The method for forming the porous membrane has a frame body forming process for forming a frame body 4 with a definite height on the surface of a base 3, a raw material solution feeding process for feeding a raw material solution S, in which a skeleton material for forming a skeleton of the porous membrane and a pore source material for a base of pores of the porous membrane are mixed, on the surface surrounded by the frame body 4 to form a primary membrane, and a drying and removing process for drying the primary membrane formed inside of the frame body 4 and removing the pore source material from the primary membrane. When a contact angle to the raw material solution on the feeding face of the raw material solution of the base 3 isθ1, a contact angleθ2 to the raw material solution on at least top face of the frame body isθ2>θ1.
