<P>PROBLEM TO BE SOLVED: To obtain a developing device which ensures stable developing properties free from the occurrence of image unevenness and image fog by structure using a recovery roll in a hybrid developing system, and to provide a small image forming apparatus. <P>SOLUTION: The developing device is provided with a toner carrier 2 which is opposed to an image carrier 1 and carries toner on its surface, a developer carrier 3 for supply which is disposed in a position opposite to the toner carrier 2 at a prescribed interval and supplies toner to the toner carrier 2, a developer carrier 4 for recovery which recovers toner from the toner carrier 2, and a conveyance member 5 which is disposed opposite to the two developer carriers 3, 4 and the toner carrier 2 and transfers a two-component developer between the two developer carriers 3, 4. The amount of developer in a region where the toner carrier 2 and the developer carrier 4 for recovery are opposite to each other is made larger than the amount of developer in a region where a control member 9 and the developer carrier 3 for supply are opposite to each other.
