PROBLEM TO BE SOLVED: To take out electricity generated in a catalyst layer with a small contact resistance, and realize downsizing of a battery. SOLUTION: In a gas diffusion layer for a fuel cell having the layer parts 33 formed in a flat-plate shape by a porous material installed in an electrolyte film (electrolyte layer) 1 in a layer form via catalyst layers 21, 22, a terminal plate 34 for electric connection is welded at one part of the outer face 33a turning to the opposite side against the catalyst layers 21, 22 in the layer part 33.
