PROBLEM TO BE SOLVED: To provide a grinding device capable of performing rough machining and finish-machining of a workpiece. SOLUTION: A support cylinder 25 is inserted through and supported in a body 18 movably in an axial direction. A rotating shaft 27 having a grinding tip 28 and a hydraulic motor 29 is rotatably held and supported in the support cylinder 25. A counterweight 30 for reducing the load of the support cylinder 25 and rotating shaft 27 is movably supported in the body 18. A rotating body 33 for guiding a connecting cable 32 for connecting the counterweight 30 to the support cylinder 25 is rotatably supported in the body 18.
