PROBLEM TO BE SOLVED: To provide an excellent shock absorbing material for use in the branched part, side strip, etc. of a road, which exhibits a moderate repulsive force against a shock from the initial stage of the occurrence of the shock, which maintains the constant repulsive force for a long period of time, which can be easily manufactured, and which has non-combustibility. SOLUTION: A 1-20 pts.mass binder is contained based on a 100 pts.mass Shirasu material; the Shirasu material has a particle diameter of 5-200 mm; and the binder is an inorganic one.
