PROBLEM TO BE SOLVED: To provide a technique that can efficiently determine compatibility between user request specifications and package software specifications. SOLUTION: A user request specification analysis method for supporting a determination of relevance between user request specifications and software specifications has a step of receiving a selection from specification information stored in a common dictionary in a storage device from an input device to receive user request specifications, a step of receiving a selection from the specification information stored in the common dictionary in the storage device from the input device to receive package software specifications, and a step of comparing the received user request specifications and package software specifications to determine relevance between them.
