PROBLEM TO BE SOLVED: To provide a new image forming toner with which a stereoscopic image having excellent fixing property and in particular, having excellent uniformity of image height can be easily formed when the toner is used for a general copying machine or a printer, to provide a method for manufacturing the toner, and to provide a developer containing the toner. SOLUTION: The image forming toner is characterized in that: one toner particle contains a capsule-type foaming agent substantially comprising only one particle; and the capsule-type foaming agent in each primary particle is coated with a binder resin.
