PROBLEM TO BE SOLVED: To decrease algorithm delay without changing a frame length. SOLUTION: An interpolation part 51 interpolates PCM data and performs R-fold over-sampling of the source PCM data. An encoded frame processing part 54 encodes data of a frame unit with the predetermined sample number of data after over-sampling as one frame in the R-times frequency of a predetermined reference processing frequency and outputs encoded data. On the other hand, a decoded frame processing part 55 decodes the encoded data of the frame unit in the R-times frequency of the predetermined reference processing frequency, and a thinning part 56 thins output data resulting from decoding into data with the original 1/R-times sample number.
