PROBLEM TO BE SOLVED: To satisfactorily obtain pixel data constituting an HD signal. SOLUTION: A class code Ca and a dynamic range DR are obtained from a plurality of pixel data as a class tap extracted from an SD signal. A coefficient data Wia corresponding to the class code Ca and the dynamic range DR are obtained from a coefficient ROM 105. Prediction data ypof pixel data y constituting the HD signal which corresponds to a target position of the SD signal are obtained for each class on the basis of an estimating expression from a plurality of pixel data xi as a prediction tap extracted from the SD signal and coefficient data Wi of each class, and the prediction data ypof each class are further rearranged in, e.g a descending order. A prediction arithmetic circuit 110 calculates pixel data y1-y4constituting the HD signal which corresponds to the target position in the SD signal on the basis of the estimating expression from the prediction data ypiof each class which have been rearranged and the coefficient data Wia which have been rearranged.
