PROBLEM TO BE SOLVED: To easily improve work efficiency by reducing the number of processes required in the manufacture (coating of wear-resistant coat 15) of a moving blade 1. SOLUTION: A snubber 13 is integrally formed to cross a blade face of a blade 3. Pulses are generated between a friction moving side of the snubber 13 and a green compact electrode 17 constituted by mixing a powder-like highly hard material having high hardness and a powder-like electrical conductive material having current carrying property and compressing and molding them in machining liquid L having electrical insulation property using the green compact electrode 17. The materials of the green compact electrode 17 are diffused and/or welded and/or deposited on the friction moving side of the snubber 13 by discharge energy to apply coating of wear-resistant coat 15.
