摘要 PROBLEM TO BE SOLVED: To provide an extremely low carbon steel cast slab-manufacturing method capable of reliably preventing surface defects by reducing the amount of inclusions in molten steel to extremum. SOLUTION: In the extremely low carbon steel cast slab manufacturing method, molten steel is decarburized under the atmospheric pressure so that the C concentration in the molten steel is≥0.045 mass % but≤0.07 mass %, and the molten steel is refined under the vacuum so that the C concentration is≤0.005 mass % and the concentration of dissolved oxygen is≤0.0045 mass %.
