PROBLEM TO BE SOLVED: To suppress man-hour required for preparing a control program for a controller controlling many devices. SOLUTION: This controller (2) falls under the category of a controller which inputs and outputs a plurality of control signals (5, 6) between a plurality of devices (31-33) to control the plurality of devices (31-33). The controller (2) contains: a control program execution section (18) executing a control program (17) commonly used for controlling the plurality of devices (31-33); a program variable storage section (24) saving a program variable used for the control program (17); an operating device selection section (18) selecting an operating device out of the plurality of device (31-33); a control signal selection section (19) selecting an operating device control signal being the control signal inputted and outputted between the operating devices out of the plurality of control signals (5, 6); and a standardization processing section (19) agreeing the value of the operating device control signal with that of the program variable.
