PROBLEM TO BE SOLVED: To provide a coating film forming apparatus which can produce a cylindrical member formed by laminating a uniform, homogeneous coating film. SOLUTION: In the coating film forming apparatus, from a ring nozzle having a slit-like discharge opening formed circumferentially in an inside surface, a coating liquid is discharged toward the periphery of the cylindrical member arranged concentrially with the ring nozzle, and the coating film is formed at a prescribed speed on the cylindrical member by relatively moving the ring nozzle and the cylindrical member in the axial direction. A liquid inlet to the ring nozzle is arranged at a position on a concentric axis. The ring nozzle is constituted of a channel of only 1 mm or below width.
