PROBLEM TO BE SOLVED: To associate the requested items of security policy with policy settings and the management of access rights. SOLUTION: A policy table 11 has registered therein the items conforming to standard security policy and links to a corresponding item-based management table. The item-based management table 12 is for managing setting items (individual policy setting items) such as an identification process and firewalls corresponding to the security policy, and stores access control attributes as the attribute information of organizations and individuals needed for access control.
