PROBLEM TO BE SOLVED: To provide a developing device capable of preventing toner leakage with a simple constitution. SOLUTION: The development device is provided with a toner carrier 30 feeding toner to an electrostatic latent image formed on the surface of the image carrier 20 and a layer thickness restricting means 40, which is installed to be in contact with or in the vicinity of the toner carrier 30, restricting the toner fed on the toner carrier 30 to be a thin layer. The layer thickness restricting means 40 is a rotating body which is extended in the direction of the axial line, is rotated with the axial line as the center and in which the central part in the axial direction 41 and end parts 42 are electrically insulated.
