摘要 PROBLEM TO BE SOLVED: To easily manufacture an optical waveguide type diffraction grating element having a desired optical characteristic. SOLUTION: Refractive index change induction light UV outputted from a light source 321 is reflected by a mirror 324 after passing through a shutter 322 and an optical system 323 to pass through a phase grating mask 200 and an optical fiber 110 is irradiated with the refractive index change induction light UV. The mirror 324 moves in a z axis direction, and thus the position irradiated with the refractive index change induction light UV of the optical fiber 110 is scanned several times. The phase grating mask 200 is relatively displaced to the sides opposite to each other along the z axis direction from the reference relative position of the phase grating mask 200 to the optical fiber 110 in the first and the second scanning operations of the several scanning operations in the irradiated position.
