PROBLEM TO BE SOLVED: To provide a plasma display panel by which a superior response in discharge generation for voltage application is provided with a discharge lagging time shortened, and a change in the discharge lagging time for a temperature is suppressed. SOLUTION: In the plasma display panel, a dielectric layer 9 is formed so that it may cover a scanning electrode 5 and a sustaining electrode 6 which are formed on a front substrate 4. Then a protective layer 10 is formed so that it may cover the dielectric layer 9, and the protective layer 10 includes carbon and silicon. The protective layer 10 comprises magnesium oxide that includes silicon of 5×10<SP>18</SP>/cm<SP>3</SP>to 2×10<SP>21</SP>/cm<SP>3</SP>in the number of atoms and carbon of 1×10<SP>18</SP>/cm<SP>3</SP>to 2×10<SP>21</SP>/cm<SP>3</SP>in the number of atoms.
