PROBLEM TO BE SOLVED: To provide a personal authentication device and an unlocking system with a personal authentication function, which dispense with the preparation of personal identification means by the number of persons, and which prevent the occurrence of communication expenses by dispensing with communication with a portable device in personal authentication. SOLUTION: Strength information and distortion information of a signal at a predetermined frequency, which is possessed by a sound generated by a speaker 4 provided in the portable device carried by a user of the personal authentication device 1, are stored by a storage means 5; the sound, which is generated from the speaker 4 of the portable device, is collected by a sound collecting means 6 so as to be output by being turned into a digital signal; the digital signal is converted into a frequency domain signal from a time domain signal by an FFT means 7; the strength information and distortion information of the signal at the frequency, predetermined by the frequency domain signal converted by the FFT means 7, are obtained by a control means 8; and an authentication confirmation signal is output when the strength information and the distortion information are stored in the storage means 5.
