PROBLEM TO BE SOLVED: To provide a plasma display panel by which a superior response in discharge generation for voltage application is provided with a discharge lagging time shortened, and a change in the discharge lagging time for a temperature is suppressed. SOLUTION: In the plasma display panel, a dielectric layer 9 is formed so that it may cover a scanning electrode 5 and a sustaining electrode 6 which are formed on a front substrate 4, then a protective layer 10 is formed on the dielectric layer 9, and the protective layer 10 includes silicon and nitrogen. The protective layer 10 comprises magnesium oxide that includes silicon of 5×10<SP>18</SP>/cm<SP>3</SP>to 2×10<SP>21</SP>/cm<SP>3</SP>in the number of atoms and nitrogen of 1×10<SP>18</SP>/cm<SP>3</SP>to 8×10<SP>21</SP>/cm<SP>3</SP>in the number of atoms.
