PROBLEM TO BE SOLVED: To allow the download of a program on terminal equipment so that software may have normally operating combination. SOLUTION: A storage section 22 provided to a software server 2 stores terminal module data indicative of a module stored on the storage section 42 of each television receiver 4A-4D and related module data indicative of a related module required for normally operating the specified module. The software server 2 determines whether or not the related module of the download-requested module is stored on the storage section 42 based on the related module data and the terminal module data when the download of the specified module is requested from the television receivers 4A-4D.
