PROBLEM TO BE SOLVED: To clean water by setting an insulated conductor in water and applying an alternating or direct voltage thereto. SOLUTION: An alternating voltage of 100 to 3,000 V and 1 to 200 kHz is applied from an electric source circuit 13 through a conducting wire 4 to a conductor 2 insulated with an insulating sheet 3 and set in water in, e.g., a cistern. Because the conductor 2 is insulated and sealed with an insulating sheet 3, it has no risk of leading an electric current into water or of giving an electrical shock.
