PROBLEM TO BE SOLVED: To provide a development device that steadily regulates the layer thickness of developer, hinders deformation of a developer carrier, which is caused by creep, and that can easily be structured in small size at a low cost. SOLUTION: The development device includes the developer carrier 21 for conveying developer to a development area while the developer is attached to its surface, and a developer restricting member 22 that restricts the layer thickness of the developer in firm contact with the surface of the developer carrier 21. A pressing member 23 is disposed opposite the developer carrier 21 with respect to the developer restricting member 22. When the developer carrier 21 is driven, the firm contact/release mechanisms 214 and 231 move the pressing member 23 by the drive of the developer carrier 21 in the direction in which the developer restricting member 22 is brought into firm contact with the surface of the developer carrier 21 (condition b). Conversely when the developer carrier 21 is not driven, the firm contact/release mechanisms 214 and 231 permit the pressing member 23 to move in the opposite direction (condition a).
