PURPOSE: An apparatus for allocating a proper URI and an allocation method thereof are provided to remove possibility of conflict between products by allocating proper URI to each of products. CONSTITUTION: A proper URI request message reception unit(21) receives a proper URI message for requesting a proper URI as an URI assigned to a predetermined product. A proper URI storage identification unit(22) identifies a storing state of the proper URI when the proper URI request message reception unit receives the proper URI message. A proper URI generation unit(23) generates the proper URI when the proper URI is not stored in the proper URI storage identification unit.
