PURPOSE: A control device and a method for writing an operation program for a control circuit to a memory are provided to write the operation program for the control circuit to the memory while restricting increase of a circuit area and a manufacturing expense. CONSTITUTION: An ATA(AT(Advanced Technology) Attachment) register(22a) is connected to a host computer(30), and stores commands and data transmitted from the host computer. An ATAPI(ATA Packet Interface) register(22b) for extending functions is connected to the ATA register and obtains the data stored to the ATA register when the command stored to the ATA register is the first status. The Flash-ROM access register(25) is connected to the ATA register and obtains the data stored to the ATA register when the command stored to the ATA register is the second status. A decoder(23) is connected to the Flash-ROM access register, and decodes/provides the data to the memory by obtaining the data stored to the ATA register through the Flash-ROM access register when the command stored to the ATA register is the second status.
