PROBLEM TO BE SOLVED: To provide an optical fiber coupler manufacturing device in which a yield can be improved when manufacturing an optical fiber coupler by using a laser beam. SOLUTION: An optical fiber holding base holds optical fibers, and also draws the welded part. A temperature measuring instrument measures the temperature of a laser light source. A laser beam emitted from the laser light source is made incident to the welding parts of the optical fibers. A shutter shades the laser beam temporarily. The temperature measurement value measured by the temperature instrument is inputted to a control device. The following processes are sequentially carried out. The laser light source is made to start oscillation in the closed state of the shutter. When the temperature measurement value inputted from the temperature measuring instrument has reached the temperature for warm-up operation termination, the laser light source is made to stop the oscillation or reduce the output. The shutter is opened. The laser light source is made to start the oscillation or increase the output. The optical fiber holding base holding the optical fibers are made to draw them.
