PROBLEM TO BE SOLVED: To provide toner with which electrostatic chargeability, developability, transferability, and cleanability are made compatible in spite of the toner which is made spherical and smaller in grain size by controlling the fine ruggedness of the surfaces of toner particles, a developer, and a developing device, image forming apparatus and image forming method using the same. SOLUTION: The electrostatic charge image developing toner constitutes a toner set for full colors composed of three or more color toners of at least magenta, cyan and yellow in which the respective color toners contain at least binder resins, coloring agents, and release agents.
