PROBLEM TO BE SOLVED: To provide a molten steel refining apparatus in which the sticking of slag and spattered molten steel onto a snorkel is restrained and the productivity can be improved. SOLUTION: This refining apparatus is for separately performing an operation using the snorkel 5 and an operation using no snorkel. This apparatus is provided with a vessel carrier 1 which can shift while loading a ladle 3 between a molten steel supplying position and an operating position, a dust collecting hood 4 and an operation carriage 6 which hangs down the dust collecting hood 4 and the snorkel 5 to separated positions, respectively so as to be ascendable/descendable, and can be shifted at the upper part of the vessel carriage 1 so as to match both hang-down positions to the operating positions, respectively. At both hang-down positions of the operation carriage 6, a charging hole 7 for ferro-alloy, is arranged. At the upper parts of the operation carriage at the operating positions, a charging facility for ferro-alloy, an immersion lance 9 for blowing gas for stirring the molten steel 2 and Ca alloy powder, and its ascending/descending device 11, a lance 13 for blowing oxygen, a lance 15 with which at least one of a temperature measurement, sampling and a dissolved oxygen measurement can be performed, and its ascending/descending device 16, are arranged.
