PROBLEM TO BE SOLVED: To provide a method for forming a poster prevention coating film having high pasting prevention effect of the poster on a telegraph pole, a wall, or the like and particularly capable of uniformly and certainly coating and forming the coating film by water-based poster prevention coating even when the telegraph pole, the wall, or the like are made of concrete and mortar. SOLUTION: In the method for forming the poster prevention coating film, after the coating film comprising acryl-silicone emulsion coating is formed on a base material, the coating film of water-based poster prevention coating comprising 20-90 wt. pts. of silicone resin emulsion for forming the coating film and 80-10 wt. pts. of addition reaction type silicone emulsion in a weight ratio of solid content is formed.
