PROBLEM TO BE SOLVED: To provide an efficient water treatment method for efficiently operating a heat exchanger by preventing troubles due to scaling, microorganisms or metal corrosion in a cooling water system in building air conditioning, general factories and petrochemical complex and, to perform high concentration operation. SOLUTION: This water treatment method for a circulated cooling water system comprises processes of: (A) softening or desalting raw water or cooling water with a cation exchanger and supplying the softened or desalted water to the cooling water system; (B) generating free residual halogens by electrolysis of halogen ion-containing water; and (C) passing cooling water through a column packed with silica gel and returning water to the cooling water system.
