PROBLEM TO BE SOLVED: To provide a cross-linkable fine particle and a hydrophilization treating agent forming a hydrophilic film suitably usable for a metal, especially aluminum and its alloy, having excellent hydrophilicity, especially hydrophilicity persistence after sticking a pollutant and having even adhesiveness. SOLUTION: The cross-linkable fine particle is obtained as follows. Copolymerization of a monomer component composed of 30-95 mass% of a monomer (a) represented by formula (1) (wherein, R1denotes hydrogen or a methyl group; and R2denotes CH2or C2H4) with 5-60 mass% of a monomer (b) having a polyoxyalkylene chain and a polymerizable double bond and 0-50 mass% of other polymerizable monomers (c) is carried out.
