PROBLEM TO BE SOLVED: To provide a system capable of properly managing installation of software to a node computer from perspectives of normal functional exertion of the software, effective usage of the node computer, or the like. SOLUTION: In the system, a "first index" indicating an information throughput of the node computer necessary for normal functional exertion of the software is recognized by a first index recognition unit 11. A "second index" indicating an information throughput of a node (a node computer) N<SB>i</SB>which can be assigned to the software is recognized by a second index recognition unit 12. "Target usage states" of the software and the node N<SB>i</SB>are set on the basis of the first index and the second index by a target state setting unit 13.
