PROBLEM TO BE SOLVED: To provide an engine controller capable of suppressing fluctuation of air-fuel ratio and improving exhaust emission when a throttle valve is abruptly opened or closed when an engine is cold. SOLUTION: This engine controller 1 is provided with a target throttle angle setting part 100a for setting a target throttle angle ta in accordance with an accelerator pedal angle pdla and an electronic control throttle valve 30 driven based on the set target throttle angle ta. The engine controller 1 is provided with a water temperature sensor 80 for detecting temperature of engine cooling water. The target throttle angle setting part 100a sets the target throttle angle ta to a smaller angle side when temperature of cooling water detected by the water temperature sensor 80 is lower than a predetermined value than that when temperature of cooling water is above the predetermined value.
