PROBLEM TO BE SOLVED: To provide a small heatsink device which corresponds to an increasing calorific value of PC (CPU) and the like and is adapted to portability, and to provide a heatsink method. SOLUTION: The device is provided with a heatsinking part 6 for sinking generated heat and transferring generated heat to vaporized particulates 7 with heat of vaporization with which particulates 2 are vaporized and become the vaporized particulates 7, a radiation part 9 to which heat transferred to the vaporized particulates 7 is transferred by liquefied particulates 5 obtained by liquefying the vaporized particulates 7, an assembly 10 where liquified particulates 5 are assembled, and a particulate generation part 1 where the liquified particulates 5 become the particulates 2.
