PROBLEM TO BE SOLVED: To realize a heating device of an electromagnetic induction heating type using a magnetic flux shield means 6 which has realized improvement in operation failure of the magnetic shield means 6 and noise reduction accompanying the vibration of the magnetic flux shield means 6, and an image forming apparatus having the heating device as an image heating and fixing device. SOLUTION: This is a heating device which is equipped with a magnetic flux generating means 30, an induction heating element 5 that generates heat by eddy current generated by a magnetic field formed by the magnetic flux generating means, and a magnetic flux shield means that adjusts the magnetic field from the magnetic flux generating means to the induction heating element and changes heating distribution in the longitudinal direction of the induction heating element. The heating device is characterised in that the magnetic flux shield means 6 is supported by the magnetic flux generating means 30 in contact with it, moves and is positioned between the magnetic flux generating means 30 and the induction heating element 5.
