A capacity allocation control section (34) references data stored in a capacity management information storage section (33) and performs control to allocate a real volume from the local site to a monitor object resource whose empty capacity has become smaller than a predetermined threshold value or, if the real volume in its site is insufficient, access another site (remote site (50)) by using the iSCSI protocol to borrow a real volume (70) and additionally allocate it to the monitor object resource. After this, an integration section (35) may collect the data stored in the real volume borrowed from the remote site into the local empty area and return the real volume to the site from which it has been borrowed.
