The solar energy concentrator has a number of photovoltaic receivers (2) and at least one non-imaging Fresnel lens with a number of lens elements (1), the focal plane of each of the lens elements coinciding with the light reception surface of a respective photovoltaic receiver. The lens elements are positioned so that their apertures are directed towards the sun in succession during the course of the day. An independent claim for an operating method for a photovoltaic solar energy concentrator is also included.
