The system has a computer (3) to analyze call charging tickets, and a database (4) to store the tickets. A voice machine (5) has a parole synthesis function to announce voice message to a law officer and a motorist. A calling machine establishes reporting telephone calls to destination of the officer and the motorist. A simple voice response unit informs the officer that it has engaged a monitoring process.
