PURPOSE: An apparatus and a method for generating characters and a storage medium are provided to generate an optimized character string by magnifying and reducing characters to fit them to a letter frame. CONSTITUTION: A storing unit(1) stores data which indicates a shape of at least one character. A character code input unit(2) inputs a character code corresponding to at least one character. A size designating input unit(3) designates a bit map size corresponding to a letter frame of at least one character. A magnification/reduction type converter(4) is able to change a magnification/reduction rate according to the kind of inputted character code and the designated bit map size. A magnification/reduction unit(5) magnifies/reduces data which indicates at least one character shape to the designated bit map size at the magnification/reduction rate calculated by the magnification/reduction type converter. An output unit(7) outputs the data magnified/reduced by the magnification/reduction unit.
