The invention relates to a heat insulating material and to a process for making the same, as a result of mixing two inorganic binders (cement and sodium silicate) and an organic binder (polyvinyl acetate emulsion) together with water, fine aggregates and accelerators and foaming additives. The mixture is obtained under permanent stirring for a few minutes, until obtaining a stiff and semi-fluid foam. After curing, the material has a heat conductivity of 0.08...0.15 W/m. C and an apparent density of 350...600 kg/m3.
