To more easily carry out pull down processing than ever. With four frames in 4p moving image data taken as a pull down cycle, five frames are generated. With respect to a series of frames in the 24p moving image data, five frames are generated from four frame in every pull down cycle, and thus 60i moving image data is generated. At this time, the phase of the top frame (hereafter, referred to as "A-frame") within the pull down cycle is recorded. When the original moving image data not pulled down is reconstituted from the moving image data pulled down, the repeat fields and the like can be identified with accuracy based on the recorded A-frame phase and 60i time code. The present invention is applicable to image pickup, recording and editing systems.
