PURPOSE: A system and a method for processing civil application of a banner permission are provided to easily apply a notice request by offering a position and a period of a bulletin board, to offer a fair use opportunity by opening a processing result through the online, and to increase the user's convenience by automatically informing an application result through a cellular phone or an e-mail. CONSTITUTION: A client PC(20) enables a civil applicant to apply the notice request, and to receive the progress and the result. An integrated operating server(10) receives the notice request, and transmits the progress and the result. An AD(ADvertisement) client company server(30) applies an AD notice request and receives the result. An AD company server(40) makes an AD requested from the AD client company server and transmits it to the integrated operating server. A civil application processing server(50) decides the permission of the banner. A notice agency server(60) transmits the progress particulars related to the banner to the integrated operating server.
